This is the first bug fix release in the stable 2.28 series.

- Fix a crash in nested wayland compositor when closing a tab with PSON enabled.

- Fix a crash with bubblewrap sandbox enabled.
- Fix a crash in JavaScriptCore in ppc64el.
- Fix the build with GStreamer 1.12.
- Fix several crashes and rendering issues.
