GKrellM has a network monitor that works with a wide variety of interfaces but I'm not sure if it can log the data and collate it to create reports so it may not suit your needs. I can't think of anything else off the top of my head though.

You would definately want to check netspeed_applet out. I have used DU Meter and have found the applet to be a great substitute. It integrates nicely into my top menu gnome panel... just lovely...

Oh... There are no monthly reports with netspeed_applet though. Can't help you with that, sorry...
