PORTLAND-The use of open-source software is alive and well and growing among government agencies, including the U.S. Census Bureau.

In an address at the O'Reilly Open Source Convention (Oscon) here on Thursday titled "Open Source in Government," Lisa Wolfisch Nyman, a senior Internet technology architect at the Bureau, said the issue of open source and government was first raised at Oscon in 1999, where many public sector employees said they were forbidden from using open source.

PORTLAND, Ore.-The contentious issue of the SCO Group's lawsuit against IBM and its claims that the Linux operating system is an unauthorized derivative of Unix, to which SCO owns the rights, reared its ugly head at the O'Reilly Open Source Convention (Oscon) here on Wednesday.

In a late afternoon panel discussion titled "The IP Wars: SCO Versus Linux," moderator Chris DiBona, vice president and founder of Damage Studios, said the topic essentially involves a "SCO versus everybody else talk," adding that the lawsuit was probably brought for financial reasons as IBM is a player with a lot of money.

The Japanese government is considering using the free Linux software program when it upgrades its computer data files for public servants in 2005.

Japan has chosen a proposal submitted by a group made up of Fujitsu, IBM Japan and Oki Electric Industry Co. The companies suggest using Linux to manage salary and other personnel data for the nation's 800,000 central government employees, government official Masanobu Arao said Wednesday.
