Debian 9.0 Stretch has entered the final phase of development and is now frozen



Britney will no longer migrate packages automatically. All migrations will
require an explicit unblock from the Release Team.

Freeze policy
=============

The canonical freeze policy [1] details those fixes for which an unblock will
be considered.

Requesting an unblock
=====================

To ensure a smooth unblocking process, please follow these simple guidelines:

1. Upload a targetted fix to unstable, and ensure it builds correctly on all
applicable architectures
2. File a bug against release.debian.org (use reportbug) including:
* appropriate tags (seriously, use reportbug)
* justification
* _Debian_ bug numbers _and their severities_
* a _source_ debdiff between testing and the uploaded or proposed package
3. As migration will not take place immediately, please be responsive and
monitor the situation until your package has successfully migrated.

A source debdiff is one based on the .dsc files, *not* the .changes files.

Please remove auto-generated files from debdiffs. Changelogs MUST reflect
all changes in the package, however trivial they seem.

If there is a query over the request, the bug may be tagged 'moreinfo'. Please
remove the tag when replying, so that it is looked at again.

These requirements are so that we can process requests quickly and efficiently,
avoiding round-trips. Please bear in mind that the release team receives many
requests, and we appreciate everything you can do to make them smooth.

Pre-approvals
=============

You do not need pre-approval to upload to unstable if your changes comply with
the freeze policy. That said, feel free to ask if you're unsure.

Auto-removals
=============

For the avoidance of doubt, auto-removals on the basis of RC bugs will continue
throughout the freeze. If necessary, a manual removal may take place before
the auto-removal deadline has passed.

Uploads to unstable
===================

Since many updates (hopefully, the vast majority) will be via unstable,
changes there can be disruptive if they would be unsuitable for stretch.
Please be mindful of this, particularly if you maintain a library or key
package.

openssl
======

It is our intention that no packages will be unfairly penalised for being
caught up in the openssl transition issues, assuming all other criteria
were met.

RC Bugs Status
==============

At 21:00 UTC, there were 287 RC bugs affecting stretch [2].
