Release of libxml2-2.6.9

libxml2-2.6.9 has been released
This release has one small new item, the implementation of xml:id draft, otherwise it is mostly bugfixes and small improvements:
* implement xml:id Working Draft, relaxed XPath id() checking
* bugfixes: xmlCtxtReset (Brent Hendricks),
line number and CDATA (Dave Beckett),
Relax-NG compilation (William Brack),
Regexp patches (with William),
xmlUriEscape (Mark Vakoc),
a Relax-NG notAllowed problem (with William),
Relax-NG name classes compares (William),
XInclude duplicate fallback (William),
external DTD encoding detection (William),
a DTD validation bug (William), xmlReader Close() fix,
