Update Information:

New xchat 2.0.7 packages are available for Fedora Core 1 as an enhancement update. Additionally, the x86_64 packages fix 64 bit related bugs which affect the AMD64 platform, and possibly other 64 bit variants.

- Added a new rpm macro require_autoconf, which is disabled (0) by default, as
it seems no longer necessary to run autoconf prior to ./configure, so we no
longer need to BuildRequire autoconf 2.54 either.
