After trying a slew of compatibility options including fiddling around with the ACT, nothing seemed to make a difference.
That's when I got the No-CD patch, and since it replaced the Runtime.exe file, it finally made it work. Hurray!

The game crashed even with CD2 inside but then I noticed the game is jerked back to the desktop because an application (ACE mega codec pack in this case) that's supposed to handle sound and video also automatically starts. I uninstalled it and the game works now. I also use win98 compatibility option.
