I manually located and ran setup.exe in compatiblity mode for Windows 98. It's an odd installer as it loads some sort of 3D or animated background which takes some time. It might be advisable to run the setup from hard drive, either by copying the CD contents or by creating and loading a virtual ISO image.
To reduce CD access times create a folder named "movies" in the "data" directory where the game is installed and copy the .bik files from CD #2 to that folder.
Other than that the game runs perfectly.
